Technion Website Accessibility Procedure

Purpose of the Procedure

This procedure consolidates the working principles for making Technion websites, information systems, and digital content accessible. Its purpose is to ensure that all users, including people with disabilities, can use digital services and content in an equal, effective, and independent manner.

The procedure defines areas of responsibility, work processes, and basic guidelines for handling content, documents, website components, and accessibility-related inquiries.

Scope of the Procedure

This procedure applies to all Technion websites, both internal and external, including unit and faculty websites, subsites, online information systems, and digital content managed or operated on behalf of the Technion.

The procedure also applies to documents and content published on Technion websites, including Word files, PDFs, presentations, images, tables, forms, and links.

Roles and Responsibilities

The implementation of digital accessibility is carried out in cooperation between several role holders:

  • Accessibility Coordinator on behalf of the Computing Division – Responsible for institutional accessibility policy, receiving public inquiries, and coordinating between units, the Computing Division, and Technion management. Provides professional guidance on implementing accessibility rules, coordinates and guides accessibility reviews following a change, inquiry, or suspected accessibility gap, and leads training sessions on website and system accessibility.
  • Content Manager in the Unit – Responsible for implementing the guidelines on the unit’s website, addressing accessibility issues in practice, and ensuring that the content and documents published on the website meet accessibility requirements.

Responsibilities of Content Managers

Before publishing content on a website, content managers must ensure that:

  • The content is structured using proper hierarchical headings.
  • Images include appropriate alternative text.
  • Links are clearly worded and describe the link destination.
  • Documents uploaded to the website, including Word files, PDFs, and presentations, have been checked for accessibility.
  • Tables, charts, forms, and interface components can be understood and used with assistive technologies.
  • Website components, such as forms, buttons, and menus, can be used with a keyboard only.

Reviews, Remediation, and Periodic Monitoring

  • Pre-upload review – All new content is reviewed before publication on the website.
  • Remediation – Identified issues are corrected before publication, where possible.
  • Periodic monitoring – Once per quarter, a sample review will be conducted of the website and the documents published on it.
  • Handling inquiries – Accessibility issues will be handled within a reasonable period from the date they are identified or from the receipt of an inquiry. As a rule, technical issues will be handled within up to 60 days, unless another remediation plan has been defined due to professional complexity and approved by the Technion Accessibility Coordinator.

Training

Accessibility training is the responsibility of the Computing Division, in cooperation with relevant professional parties as needed. The training is intended for unit content managers, content editors, graphic designers, web developers, marketing staff, and project managers who work with digital content.

Training sessions will be held at least once a year, and also when there is a substantial update to regulations or a significant change in content management systems.

  • Review of the law and accessibility regulations.
  • Demonstration of accessibility practices for texts, images, forms, and documents.
  • Familiarization with tools, guides, and support materials available on the Technion website accessibility portal.
